Challenge
A National Department of Motor Vehicles (DMV) faced a significant challenge with fraud due to the high volume of vehicle registration forms processed annually (over 40 million). These forms, printed with standard inks and toners, were easily replicable, leading to scams involving fraudulent transfers of vehicle ownership and significant revenue losses for the government.
Results
Through implementing SecureDocs Sentry, the agency not only safeguarded public trust but also achieved substantial cost savings, setting a new standard for secure document issuance in the government sector.

The Challenge
A National Department of Motor Vehicles (DMV) was grappling with a widespread issue of vehicle registration fraud. With over 40 million forms processed annually, the existing system lacked adequate security features, making it vulnerable to fraudsters. The forms were printed using standard inks and toners, which made them easy to replicate, contributing to various forms of fraud, including illicit ownership transfers and fuel scams. These challenges led to the DMV facing millions in lost revenue due to fraud, along with a growing public concern over the integrity of vehicle ownership.
Key issues the DMV faced included:
- Scalability: Any security solution needed to accommodate the high volume of registrations without causing delays or requiring major overhauls of the printing infrastructure.
- On-Demand Security: Given the sheer volume of forms processed daily, the DMV required a layered security solution that could be applied at the point of issue, without the need for specialized or pre-printed forms.
- Authentication: Without a reliable way to verify the authenticity of registrations, it was difficult for officials to distinguish between valid and fraudulent documents, leaving room for ownership disputes and criminal activity.
- Auditability: There was also a lack of a comprehensive audit trail, making it challenging to trace the history of vehicle ownership or detect fraudulent patterns over time.
- Copy Protection: Unauthorized copies of vehicle registrations were difficult to identify, as the forms had no distinct security features to reveal duplication attempts.
The Solution
TROY offered a robust solution with the TROY SecureDocs Sentry, a secure printing system designed to integrate seamlessly into the DMV’s existing infrastructure while addressing their pressing need for layered security, fraud prevention, and document traceability. The solution was centered around three key components:
✅ Personalized Security Layer: TROYMark technology dynamically captured and embedded variable data from each registration, such as the registrant’s name, into the document. This, combined with MicroPrint, provided the first layer of fraud prevention.
✅ Digital Security Layer: Each vehicle registration included an encrypted SecureMark, allowing state officials to digitally authenticate the documents via the SecureDocs mobile app. This also enabled PrintTrace, which logged and retrieved detailed print audit logs for traceability and accountability.
✅ Anti-Copy Security Layer: Additional security features, such as MicroPrint and Pantographs with variable data, were incorporated to prevent unauthorized copying and ensure that any attempt to replicate the document would be evident.
"One of the biggest advantages of TROY SecureDocs Sentry was how easily it integrated with our existing systems. We didn’t have to replace any hardware, and our staff quickly adapted to the new security features.
The Results
After implementing TROY SecureDocs Sentry, the DMV experienced an immediate reduction in vehicle registration fraud. The personalized, secure printing process, featuring variable data and MicroPrint, made it much harder for criminals to replicate or alter documents. As a result, illegal ownership transfers and scams were significantly reduced.
The SecureDocs mobile app enabled fast, real-time document verification, improving efficiency and eliminating the need for manual checks. In addition, PrintTrace provided a complete audit trail for each printed form, allowing the DMV to track and trace registrations with ease, enhancing accountability and aiding in fraud investigations.
The solution integrated seamlessly with the DMV's existing printer fleet, avoiding costly hardware upgrades and minimizing operational disruptions. By reducing fraud and the need for pre-printed forms, the DMV saved millions in lost revenue and operational costs.
