The Challenge

A National Department of Motor Vehicles (DMV) was grappling with a widespread issue of vehicle registration fraud. With over 40 million forms processed annually, the existing system lacked adequate security features, making it vulnerable to fraudsters. The forms were printed using standard inks and toners, which made them easy to replicate, contributing to various forms of fraud, including illicit ownership transfers and fuel scams. These challenges led to the DMV facing millions in lost revenue due to fraud, along with a growing public concern over the integrity of vehicle ownership.

Key issues the DMV faced included:

  • Scalability: Any security solution needed to accommodate the high volume of registrations without causing delays or requiring major overhauls of the printing infrastructure.

  • On-Demand Security: Given the sheer volume of forms processed daily, the DMV required a layered security solution that could be applied at the point of issue, without the need for specialized or pre-printed forms.

The Solution

TROY offered a robust solution with the TROY SecureDocs Sentry, a secure printing system designed to integrate seamlessly into the DMV’s existing infrastructure while addressing their pressing need for layered security, fraud prevention, and document traceability. The solution was centered around three key components: 

 

✅ Personalized Security Layer: TROYMark technology dynamically captured and embedded variable data from each registration, such as the registrant’s name, into the document. This, combined with MicroPrint, provided the first layer of fraud prevention.

✅ Digital Security Layer: Each vehicle registration included an encrypted SecureMark, allowing state officials to digitally authenticate the documents via the SecureDocs mobile app. This also enabled PrintTrace, which logged and retrieved detailed print audit logs for traceability and accountability.

✅ Anti-Copy Security Layer: Additional security features, such as MicroPrint and Pantographs with variable data, were incorporated to prevent unauthorized copying and ensure that any attempt to replicate the document would be evident.
